When you installed 9ias you probably created second oracle_home?
Toad is maybe using another oracle_home.
Sometimes installer give you some Oracle Home Selector tool, try to find it in Start menu/Programs somewhere.

Otherwise you can look in regedit under LOCAL_MACHINE/SOFTWARE/ORACLE you have a key ORACLE_HOME which is probably set to new home of 9ias.
    Try editing this key.

Hope my assumptions and guideliness are right.

Check which ORACLE_HOME is your TOAD using.. There must be multiple tnsnames.ora files on your machine.

Which Version of TOAD you are using?.. Check whether you have "clicked" option "Use Last Oracle Home" in your login dialog box of TOAD. Try selecting that...
