when i run Utlbstat & Utlestat in which directory report.txt is
there.

Most of the times it is in $ORACLE_HOME/../BIN/report.txt
If path of the spool file is not altered in UTLESTAT.SQL file

Usually in utlestat.sql spool file name is mentioned without path, In unix the file goes to your working directory, i.e. the directory from where you invoked sqlplus to run utlestat.sql
And in Windows it goes to $O_H\bin

If you are using 8i why not try using STATSPACK. It has more functionality than UTLBSTAT/UTLESTAT and it allows you to keep a history of results. See:

This is not for version 9i
But this will give you what is STATPACK and How to use it.. Its for 8i 8.1.6.. just to get to know about STATPACK..

STATSPACK is virtually the same for 8i and 9i.
