Loader with a twist

Hi all,
I’m looking for a tool that will do the same functionality of SQL/LODER but with a little twist, for example:
I have a text file that has records that look like this

1 Keyword=show&hour=4&stat=ny&product=dvd
2 State=ct&keyword=money&hour=9&product=tv

In other words, I have a keyword followed by “=” followed by a value followed by a delimiter, the most important thing to notice is that the order is not always the same.

Is there any tool out there that will be able to load this flat file into an Oracle table?

One option is UTL_FILE

I know that I can load data with UTL_FILE but is there any app that will do what I described above?
