union of 2 select statements in a procedure

I tried to run the sql statements wihtout the procedure and it returns 0 rows. Isn't this strange? Shouldn't it return some rows?

Oh!! So silly of me!! I had not specified the time in the usr_actn_dt in the sql while running the sql.

Anyway, the procedure still takes a long time.
