    log_archive_dest_1 = "location=/u01/db/SOL3/arc1 mandatory reopen=300"
    -------

    why we have use REOPEN in archive log destination ?

    REOPEN species an interval of time (in seconds) that must pass after an error has been encountered during archiving to the destination.

    It is mostly used when you have Standby Database. If you don't have standby database, I am not sure whether this parameter will make any difference.

    Reopen specifies the number of seconds for a retry when the first attempt to write to the logfile fails.
