How can i import a FoxPro dbf file into Oracle 8.1.7?
What oracle utilities do i need and what are the steps involved?

Can u generate a text file from foxpro database ?
If u can then user SQLLDR utility to port into Oracle.

If you have MS Access you can quite easily open/import FoxPro tables and then export them via ODBC to Oracle.
Access doesn't care about caps so be prepared to create all Oracle tables with caps otherwise it's hard to find them.
