    !hi

    when i try to connect oracle 9i database by using

    CONNECT INTERNAL

    I was unable to connect why like that. then what is the use of password file.

    connect internal is obselete on 9i. Use this.
    $sqlplus /nolog
    SQL>connect / as sysdba

    Smdakram gave you the right answer. Are you administering a 9i instance?
