    grant select any table will allow him to see dictionary !

    create a script omething like this :-

    SPOOL GRANT_SELECT.SQL

    select 'grant select on owner.'||table_name|| ' to USER;'
    from dba_tables
    where owner = 'TABLE_OWNER'

    SPOOL OFF

    run grant_select.sql
    Once you have eliminated all of the impossible,
    whatever remains however improbable,
    must be true.

    We can little bit impruve it.

    set pages 0
    set ...

    spool GRANT_SELECT.SQL

    select 'grant select on '||owner||'.'||table_name|| ' to USER_NAME;'
    from dba_tables
    where owner not in ('SYS','SYSTEM')

    SPOOL OFF

    @grant_select.sql
