    Hi,
If the application is purely web based, eg u wish to deploy servlets, JavaBeans, JavaServer Pages, Enterprise JavaBeans, and BC4J components etc for Web/application server environments eg Weblogic, WebSphere, Apache/Tomcat, and Oracle iAS, then use Oracle Jdeveloper. ALso, it helps u develop Web forms and applications relatively faster with a set of wizards and no pre knowledge of Java may be necessary

If u want to develop a very complex applications having multiple forms, graphics, reporting, etc and u want to extensively use SQL, PL/SQL coding as well, go for Dev6i -- which has various diff modules. Also, it is very versatile and flexible.
