Maybe according to your clock, but not according to the clock in your server.
Come on, there is no mistery here. If you recovered the database until 12:43 and there is no rows in that recovered table, this can only mean two things:
a) at 12:43 there were no commited records yet in that table, ie you inserted and commited them some time after 12:43.
b) the deletion (and the following commit) actually took place before 12:43.
There is no third possibility.

I don't think you can open the DB with NORESETLOGS after an incomplete recovery due to a gap exists between your new logs and your existing logs. If you're unsure, you should back up your db before you do the recovery(just in case) and after you have successfully completed time-based recovery.

The problem is with the time i.e u must have deleted the rows
at the time earlies then the time u r specifying in the command.Try to recover ur database with this comman
recover database until time '2001-02-05:12:40:00';
and after this open yr database with resetlogs.
If this also dose not solves yr problem then use time earlier then this.
And yes i hope u have the full database backup .(Backup of database before incomplete recovery)
