How to limit the no. of user sessions?

Hi,

Is there any way to limit the no. of user sessions running at a point in time? Here we have a 30 users license, so is there anything I can do to see that the user sessions dont exceed 30.
Will changing the processes parameter and the sessions parameter help?
We're running oracle 8.1.7 and at present I can see 11 background processes running.
