Ora-06553 PLS-213:Package standeard not accessible

When i try to run any PL/SQL Programmer in Oralce 8 on Win98. it showing these error .

And I even run the CATPROC.SQL FILE but it showing same error.

plz tell me what to sir,

Plz help me .
