Hi,
The best method is to shutdown the primary database and backup all the datafiles, controlfiles, logfiles and parameter file and shift it into another machine and then recover the database. In this method there is no need to recover the database as the consistent backup will be able to have a consistent database on the other machine.
Export /import utility also will work but the other database will not be consistent as the primary database as the changes made after export willhave to be manuaaly transferred to the other system.

That method is fine, if in fact you are using the same platform. Otherwise, export/import is your only option.
