Designer problem

hi all!
i've problem starting the designer. i've created the repository, but when i start the desginer, it is giving the error:
CDR-20043: "Non-versioned repository has no workarea or insufficient privileges"

Cause : Non-versioned repository cannot obtain access to the global workarea.
Repository is inconsistently installed or user does not have
select access on the workarea.
Action : Check privileges on workarea or contact your
Database Administrator.

so how should i rectify this problem?

pls suggest.

Go to the Repository Administration Utility and check the privileges of the userid who is the Repository Owner. There is a check list of object and system privileges and you can go down the list and test.

I've checked the Check Requirements Utility in Repository Administrator, and all the privileges are enabled. and i'm still getting the same problem.

any other solution for this problem?
