Can anyone recommend a reliable data modeling and schema generation tool.
I used to quite happily use Erwin 3.5 until Computer Associates took over development at which time the application became unstable and extremely buggy.

Designer
I suppose the obvious one is Designer 6i. I've been using designer for quite a few years and never had any problems. The only code generation I've done with it was back in my Forms 4.5 days using Headstart which was an abortion at the time. I've heard it's improved since.
As for schema generation, designers fine for that. Infact, I can't imagine doing a DBA job without it. The thought of typing table and index definitions in by hand brings me out in a cold sweat.

Designer would be a good choice except we occasionally need to deploy the model onto various database problems.

Designer claims to work for any ODBC compliant engine. Never tried it so I can't say conclusively if this is true or not.
If you look at the RON you will see that you can define non-oracle databases.

I have used Designer since 1998 and can recommend it as a good tool.
The downside is that there is much to learn in order to use it effectively. In addition, I haven't found too many reference books for Designer.
But you can download a trial copy from OTN and decide for yourself.
