which are the main papers/subjects that one has to take in order to become an OCP. and what are the approximate fees for each of them ?

This is very high level for 8i Database OCP:

Introduction to SQL, PL/SQL
Architecture and Administration
Backup and Recovery
Performance and Tuning
Networking Admin


Each test is $125 unless you have a coupon of some sort or code.

I believe Oracle 9i is now available

There really isn't a set order. You can do them in whatever order like. I remember reading a SYBEX book which recommened takingthe Arch and Admin exam last.
