Originally, I had 8.1.5 OEM in my NT workstation. I can start the svrmgr
and create a database. I removed the 8.1.5 and installed 8.1.7 OEM with
the Management Tool. When I go to C drive to start the svrmgr, it wasn't there.
Someone told me that it could be that there is no svrmgr in 8.1.7 version.
Is it truth? If it is, how can I create a database in my NT workstation.

there is server manager, why you dont look in your $ORACLE_HOME/bin?
You can create a database with sql*plus

I already looked into my ORACLE_HOME/bin directory and the
svrmgr is not there. I even search all directories and it is not
there.
does anyone have the same problem? If so, please let me
know.

SVRMGRL was discontinued in 8.1.7 in preparation for it's demise in 9.0.x. Also, the INTERNAL synonym for SYS as SYSDBA is also discontinued in 9.0, so I would stop using that as well. SQL*Plus is the preferred method of adminstration for 8.1.7 and higher databases. Use the /nolog option to SQL*Plus:
sqlplus /nolog
SQL*Plus: Release 8.1.7.0.0 - Production on Mon Nov 5 10:55:35 2001
(c) Copyright 1999 Oracle Corporation. All rights reserved.
SQL> connect sys/password as sysdba
Connected.
SQL>
From here you can startup and shutdown the instance, create a database, alter a database, and perform any action you could from SVRMGR.

That is all true, with the exception that SVMGRL was discontinued in 8.1.7. It has been removed from 9i distribution, but in 8.1.7 it is still there, fully functional.
But as far as SVRMGR is concerned, I think that that Trina will spend quite a lot of time searching for it in vain, no matter in which directory under 8i ORA_HOME she will search....
