Looks to me the problem is in the hostname identification...

First of all can you do

ping host_name
or
telnet host_name


Then try


tnsping host_name
tnsping service_name

Please also provide the results. "The one word answers doesn't help us". Give us the result output as it is....

It was actually a simple fix from Oracle support. In init.ora file, set the hostname with IP address instead of machine name for the local_listener and mts_dispatcher resolved the problem.
