how can you connect sql*plus from your local PC if your password is set EXTERNALLY?...they prompt me for the password when I try to use sql*plus from my local PC...
what should I do?

What OS you are using? you need to set ORACLE_SID, TNS_ADMIN and all other required registry parameters to
use OS Authentication.
-
identified externally means OS authetification, you have to logon with OS user who is also a database user who has been identified externally when he was added in the database, your PC user is probably not the right one
-
adding to above...
also, you need to check what is os_auth_suffix you are
setting from init.ora. You should have a user in database
which is 'your set os suffix'+windows username set as
externally.
