If you are asking about Oracle Report Builder, you do not need to write text in REPORT in HTML . Just create your report as a normal one.
To insert an image into it, open layout editor for the report and use File|Import|Image... dialog form the menu.
In order to be able to save the report in a file in HTML format, set system parameters for the report in data model:
DESTYPE = File
DESFORMAT = HTML
DESNAME = [name_of_the_OS_file_for_output.html]
Hope this helps,

They r not work, how and where i set these parameters !
Thanx

Run Oracle Report Builder. Open your report file.
In Object navigator window in your report tree, expand "Data model" node, than "System parameters" node. Double-click on DESFORMAT parameter icon. *)Property Palette window opens for the parameter. In that window set "Initial" value.
Double-click on DESTYPE parameter icon ...
Double-click on DESNAME parameter icon ...
It should work (if you work with Oracle Report Builder, of course).
