scroll bar behaviour!!

Hello all,

Can we change the scroll bar behaviour in Oracle Developer. The behaviour here I mean that if u drag the middle bar of a scroll bar then the data in the block should also move along with it, it doesn't move now. When I click the end button of the scroll bar the data in the block scrolls but if I try to scroll using the middle bar of the scroll bar then the data in the muti-record block doesn't scroll.
Is there anyway that I can change the scroll bar behaviour, as far as I know I don't think so. Let me know.
