    Have you checked the view

V$PWFILE_USERS and compared the privileges to DBA_USERS to determine if everyone has SYSDBA and SYSOPER privileges?

Sometimes, there is an upper limit, set by the parameter ENTRIES.

    Hi,
U can query the v$pwfile_users view to find out the users who have got the sysdba and sysoper roles.
Login as sys or internal and revoke the sysdba and sysoper roles.
If u have given a user sysdba and sysoper roles he only can be able to login as sysdba and sysoper .Check the v$pwfile_users.

In case of any help please be free to ask me at rohitsn@altavista.com
