i'm also looking for job since i get OCP(since March 2000).
but they looking for atleast 4 to 5 years experienced
DBA and bcoz brain-drain from world in canada
they are finding the DBAs with more qualifications
and experiences.
I think you must have to meet following requirements:

*Do you have any previous Experience?
*Does somebody knows you(or your relatives), who is
working at big position and he realy want to help
you?
*and off course ability to sale yourself.

Canada is a very hard place to get into, especially if u don't know anyone there.

I have 10 years experience in Oracle, 5 as an Apps DBA. I have researched Canada before and they say that if you don't have a firm job offer, you ain't coming in.Don't they have a skills shortage there ?

I'm sure, NO !! bcoz there are lots of people immigrated(on point system basis)
here and they all are well qualified(I think most of landed immigrant
people are over qualified at their current job!!) and one thing to
keep in mind that 'THERE IS NO JOB SECURITY IN CANADA'.
