We have many databases and each have diffrent name defined for connection to databases.
Is there a way to use a single file for all homes across all machines?
I have heard about name server does that come as standard product? how is it configured?

Yes, you can, simply specify the TNS Connection names of all the Databases in that file TNS file. It should work

Name server will do that for you, but Oracle is giving it up.....after 8.0.5 release (I read document somewhere else)

If the problem is that you have multiple ORACLE_HOME's and you just want to use 1 tnsnames.ora file.
I think you can define the variable TNS_ADMIN= ( not sure, so sorry if wrong )

Yes, on Unix it is no problem. You create an NFS mount and mount it to all your servers. Then, create a soft link from all your $OH to your central tnsnames.ora file.
What is your platform? Do you have a common mount point?

Yes, names is going away with 9i. The new method will be to use LDAP and is available in various 8.1 versions...
