How can i fix ORA-1031 error

How can I fix this error? - ORA-1031 signalled during: alter database backup controlfile to trace.

01031, 00000, "insufficient privileges"

Either Oracle does not have permission to write a file in the directory or the disk may be full.
Check valid path in INIT.ORA file.

Is it possible that some users want to access the objects which he or she does not have the privileges to? I have seen the same error messages in my trace file, but I could not find anything wrong with my database.
