The compatible initialisation parameter should be set to 8.1.0 or higher.

    Hi Rekha,
You performed a new and complete installation of Oracle Enterprise Edition v8.0.4. You are attempting to create a table partition via SQL*Plus when ORA-439 is
    reported.

    Solution

The Partition Option may be added to your installation via the Oracle custom installation.
    1. Load the Oracle Installer.
    2. Select +All Products.
    3. Select Oracle Enterprise Edition Cartridges and Options.
    4. Select Oracle 8 Partitioning Option.

The SQL*PLUS banner should look like:
Oracle8 Enterprise Edition Release 8.0.4- Production
With the Partitioning and Objects options
    PL/SQL Release 8.0.4 - Production

In ur case the phrase "With the Partitioning and Objects options" is missing so u cant create partition table...use the solution given above

The Partition Option was not installed during a complete installation. [QUOTE]Originally posted by Rekha
