You can implement failover in many ways. Oracle fail safe is an option but there are many Oracle and 3rd party options available based on your requirements. If you need more info, please post your environment, requirements and your goal ( disaster recovery / high availability )
More over failsafe is for NT only and gets the least marks from me.
