I'm new to the OEM, I'll be very appreciated if I can get some help from you.
I'm trying to use the OEM dbsnmp to send the trap out when the oracle db is going down. I'm writing a SNMP Manager running on different node to receive the trap from OEM. My questions are:
1. Which port (162 ?) this Manager should listen to in order to receive the traps? Are the traps generated automatically by the dbsnmp or it requires some kind of configuration from the OEM console in order for this trap to be generated ?
2. Since my SNMP Manager receives the traps from dbsnmp directly, do I need to run the Oracle Manager Server?
3. Where I can find the Enterprise Manager MIB file that contains the oraAgentTraps variables ?

The answer to some of your questions are as follows:
Yes you have to have the OMS to run the OEM and the OMS is the one that maintains the repository on the activities that you set.
You can set an alert even using the OEM event to fire a mail or pager message to you. To this you have to set your SMTP or pager options under the Prefered credentials and send out a test message. Then go ahead and create an event, that would monitor the database and also don't forget to check the notification check box checked (one on the top and on the bottom pannel of the wiz).
Set your notification timings in the prefered credentials and that would awake up and check for the notification. I would suggest turn on the notification for 24Hrs.
