thanks for the note: but I have already traveled that path and I couldnt get any more info the I already know. I have not moved the Oracle home. Nothing has happened to this instance. All dbf/ctrl/rdo files are where they were when this db was created.

It's a zombie process on the machine that's causing your problem. Moving/renaming the files is not the issue. The OS is just not letting go of that file when the database shuts down. It's just a zombie process that refuses to be killed when the database shuts down and nothing that you or Oracle has done to cause it.
If you're asking about it being a regular occurence then your guess is as good as any one elses.
