Can't create users or groups in OBIEE

I am using Oracle 11g OBIEE. In the Enterprise Manger, WebLogic Admin console, I'm trying to create new users and groups. However, every time I go into create a user or group, then hit 'Ok', I'm dumped to a screen that says 'the address is not valid' in IE or 'can't find the server at [2002' in Firefox.

I've restarted the server several times but I constantly get this error.

Any ideas?
