I ran:
select count(*) from all_tab_columns;
against a freshly installed personal Oracle 816 on Win98, logged in as a DBA, and I got:
16410 rows.

USER_* - about objects you own
ALL_* - about objects you have access to
DBA_* - about all objects in the database (you have to have DBA privileges to use this)
