purge dba_recyclebin is hanging with "row cache block" waits

Hi guys, I have this issue and I'm not sure what caused this.. I tried to purge objects in the recyclebin via purge dba_recyclebin command... most of the the objects inside the recyclebin got purged but purge process hung with "row cache block" waits on one of the objects inside the recyclebin. I leave it running for 3 hrs and it's not done still. I checked the lock object view and the process has exclusive lock on that particular recycledbin object. Is it a bug? I'm running 10.2.0.2 .
