I'm not sure that this is the only problem (couldn't try your example out without a table to test against...) but it looks like you forgot to declare the rpt_cur cursor. You open it at the bottom with:

OPEN rpt_cur
FOR
SELECT *
FROM TABLE (CAST (l_data AS rpt_dpc_rec1_table_type));

but never declared it.
