Reports background engine problem

:confused: We are using forms 6i and reports 6i. Reports are called from form by using run_product built in. If the background report engine is not started, the report is called from the form application hangs. If the background engine is started manually, everything is working normally report is executed and the output is shown.

The problem is report engine is not starting automatically when the report is called from the form. What could be the reason ? How it can be resolved.
