unable to create control file with raw datafiles

Dear Friends,

I am facing a problem while creating the controlfiles. The scenario is :

1. I have a database on server1 with all datafiles as raw device files.
2. We created the same structure of device files on new server say server 2 and copied all the files to new server.
3. We also copied the init.ora file and the trace of control file we recevied from server one.
4. Now When I am running the control file it is throughing me the following error :
ORA-01503: CREATE CONTROLFILE failed
ORA-01565: error in identifying file '/dev/vguwbdb/rts_system.dbf'
ORA-27037: unable to obtain file status

Can anybody help me. Urgent help will be highly appericiated.

check the permission of RAW devices (data files) files.
