I just wanted to know if there exists any order in which the catalog.sql and catproc.sql scripts to be run.
What i mean to ask is that could cataproc.sql run first and catalog.sql

I would stick to the order suggested by Oracle (catalog, catproc), why would you want to run them in a different order?

You can execute these scripts in any order.
CATALOG.SQL
Creates the views of the data dictionary tables, the dynamic performance views, and public synonyms for many of the views. Grants PUBLIC access to the synonyms.
CATPROC.SQL
Runs all scripts required for or used with PL/SQL.
