We use ORacle 9i on a HP UX 11.11 server. Should you configure the SHMMAX kernal parameter the same size as the physical memory? i.e. we have 2GB of RAM and the SHMMAX is set to 2GB, but the SGA is only 240Mb.

You can give the size of the SHMMAX variable to 2 GB. SHMMAX means continuous memory allocation to a single program. In this case yr SGA size can go upto 2 GB but beware of Paging if SGA is given too big on a 2 GB server.
