How to pass bind variable via ODBC?

We are using a VB application and we want to use bind variables in our procedures. How do we pass these bind variables via ODBC?

e.g.
PROCEDURE GetPax (strDate IN VARCHAR2, strArrDep IN VARCHAR2, strDomInt IN VARCHAR2, strTermi IN VARCHAR2,
) IS
....
sslectstmt = 'select * from table_name where code ='''||strArrDep||'''';
