"Database Log In Failed." when trying to use any pl/sql from app server
Whenever I try to run any pl/sql from the database, even
http://host/pls/DAD/fnd_web.ping
I get a page that says only "Database Log In Failed."
The database/listener are up. Everything worked fine until applications/apache were shut down (albeit by a hard reboot of the system while everything was live). No configuration has changed, all processes have started up, and I still get this error.
I've reviewed a few metalink notes on similar problems, and have an active TAR, but though I might try here in hopes of a faster solution.
From my viewpoint, nothing has changed other than stopping the services and restarting them, and now I can't use any pl/sql through the DAD.

Well I found the logfail.htm it's sending me, now if only I could figure out why :)
