AFAIK there is not such thing, but even if so, SURELY I vote against the use . See, some CRUCIAL differences arise between SQL server and Oracle, for example : in SQL Server we HAVE to lock records before readings, in Oracle NOT, and so on, and on and on .....
So, if you translate directly this, you will end with a VERY BAD Oracle app, running like a horse with 3 broken legs.
Therefore I recommend : bite the bullet, learn Oracle SQL and donĀ“t translate, RECODE in the right way, to use the (many) good features of Oracle.

to add to JChiappa's thread, you can post your sql server query and i am sure there are folks in this forum, including me who can help you translate the code initially till you learn it.
