Hi Dear Friends,
I create a database link using the ff:
sql> create database link link01 connect to
scott identified by tiger using 'ORA1';
If scott chages his password my db link will get error, what is the command
to create a dblink bypassing a user/schema password?

That's correct, password in dblink has to match account current password.
A dblink acts as nothing but a client trying to connect to a database, that's why a valid account/password combination is needed.
As a rule of thumbs you don't want to use in a dblink connection an account that actually belongs to a person; you want to create in the target databaase an account to be used exclusively by the dblink. In my experience even SOX auditors allow you to exempt this type of account of password expiration/password change procedures.
