ORA-12705 strange issue with HTTP Server

Hey all,

Amazing forum, very informative.

I have this problem with my Oracle HTTP Server (9).
Trying to set it up on a new server, with an Oracle 10G on it.

Setting it up to listen to port 7777, modplsql confs are good, websvr good also.

When trying to browse to an /owa" I'm getting this strange error:
browsing to - http://domain.com/schema/owa/table
getting - error_log.1251662400:[Sun Aug 30 16:28:45 2009] [error] mod_plsql: /pls/schema/table HTTP-503 ORA-12705

the above ORA seems like an NLS_LANG issue, according to google and such BUT that oracle HTTP Server is running with user "oracle".
it's set with NLS_LANG=AMERICAN_AMERICA.IW8ISO8859P8

it WORKS perfectly when I 'sqlplus' or via SQL Navigator and what not.

What on earth can it be?
