ora-12570 TNS packet write failure - can you read this trace file

Here is a level 16 client level net 8 trace file:

I am getting ORA-12570 TNS: packet reader failure on
connecting to a 8.1.7 database on solaris 8 from windows 2K pro.

Everything is setup right because I could connect to the other
databases in the tnsnames.ora.
