Dynamic SQL in a stored procedure

I am trying to rewrite a Procedure to use dynamic SQL
I have attached my procedure.
When I try to compile it I get this error:

•Oracle12c - D19
•Error(405,5): PL/SQL: Statement ignored
•Error(406,13): PLS-00302: component 'AS_BIN_NUMBER' must be declared

Any assistance would be appreciated.
