After rapid install of 11i is through and logging on to system administrator page, when you click on system administrator link it gives you a message that if you are installing jinitiator for the first time click on the puzzle icon , save the oajinit.exe file to disk , run oajinit.exe , close all browser sessions and restart the browser.
In our case the puzzle icon is not appearing , instead it gives a message window that click OK to get the plug-in . When you click on OK button a separate browser session is opened and a small message 'true' appears in the browser window. After that nothing happens
This is a fresh installation of Release 11.5.4 on a Sun Solaris SPARC box with no errors during the installation.

As far as I know, netscape is not certified with 11i
Make sure all your security setting in your browser are set correctly for eg. enable downloads
