connect as SYS or SYSTEM ??

this time before running catalog.sql,
i blew up the 8.1.7 database, recreated it again
went to
@$ORACLE_HOME/rdbms/admin/standard.sql


i still get ora-06553, PLS-213 package STANDARD not accessible

what to do ?
