I need help!?!

Hello,

i use Oracle 9i under Sles 8.2

I am programming at a database, and when i want to connect i get 2 Error Messages.
In a Shell i got the Error:

ORA-12709: error while loading create database character set

If somebody wants to start the database from an other PC by the Manager Console a Message Pop Up comes which says the Error is character set.

I hope somebody could help me
