11i configuration needed

I am about to upgrade our Oracle Servers to apps 11i , I have for production server 1.25 G ram + 54 G Hard disk + Dual processor 667 Mhz.

This is on NT and for 10 concurrent users.

Is this sufficient

How many environments (TEST/PROD/VISION)?

I have a 2x400 Mhz box with 1G of RAM that hosts my DEV and TEST environment. It is definitly underpowered.
