Concurrent Manager ,. WFLOAD

I have to questions
My System is Solaris 2.6 Oracle Applications 11.0.3 Database 8.0.5
Single Node

1. Is it possible to run/start concurrent manager by any user other than applmgr, what privileges I need to give him ?

2. Is it possible to run WFLOAD scripts other than applmgr, what I need to do for the same?
